 Meet a Neighbourhood Constable - PC Arthur Wilkes
PC Arthur Wilkes I joined Hertfordshire Constabulary in November 2002 and worked in intervention in St Albans for two-and-a-half years, which involved dealing with a variety of immediate incidents, criminal offences and disorder. In August 2005, I became the neighbourhood officer for Harpenden North. Recently I have taken on the role of Safer Neighbourhood Co-ordinator and in February 2009 I joined the Wheathampstead team, working alongside PCSO Joanna Merritt. My move to neighbourhood policing has allowed me to work closely with the community and with partner agencies to help resolve local issues.

 Priorities for Wheathamsptead
The local community priorities for Wheathamsptead are:

Anti-social behaviour
Youths gathering in the High Street and East Lane causing anti-social behaviour and driving in nuisance vehicles. This is from 7pm to 2am, seven days a week.
Anti-social behaviour
Youths gathering in the entrance and grounds of St Helens Church and in the High Street, drinking alcohol and dropping litter. This is between 7pm and midnight, seven days a week.
Anti-social behaviour
Speeding vehicles along Marford Road, Lower Luton Road and Codicote Road. It is all days of the week, but peak times are 7am to 11am and 6pm to 2am.

These priorities have been agreed and set through local meetings, consultation and direct contact from local residents. Hello from Joanna and I.

I hope all the residents in Wheathampstead are well.

Before I get onto the news part of this update, I would first like to mention that during the last update we have been notifed of a couple of changes to the way we arrange our neighbourhood meetings within the village. These meetings, that were held every 6 weeks, have now stopped and are going to be replaced by a quartlely priority-setting forum meeting.

These meetings are to be held every three months and are going to be joined with the Redbourn village. This decision to change the current neighbourhood meetings is as a result of how, as an organisation, we need to consult further with the public in relation to setting priorities. As a result of discussions at a county council level, with the police authority members and our chief officers, it has been decided this is to be implemented by the end of June.

Present at these meetings will be key members of both villages, including county, district and parish councillors, neighbourhood co-ordinators and other key groups involved in both villages. They will be there to discuss rural issues that directly affect both areas. We will continue to have local consultation with groups or individuals. However, the new meeting will be the one that decides the three local neighbourhood priorities for both villages. The next meeting will be conducted on Wednesday 22nd September at 6.30pm at Harpenden police station on the top floor.

During this month neighbourhood officers have been conducting extra patrols in the areas of the High Street, East Lane and St Helen's Church. Several youths have been moved on and a man spoken to as he was hanging around in the late evening in the entrance to the church.

There is still the issue of litter being left in the stairwell to the church and so we will continue to patrol this area. Local stores and residents in the area of the High Street have been notified to ensure they keep all doors to their premises shut to stop youths gathering in stairwells and lobbies.

Two youths have been identified as causing anti-social behaviour within the village. As a result, they have both been issued with an Anti-Social Behaviour Contract which will last for one year and, if breached, could lead to an ASBO (Anti-Social Behaviour Order).

Since March three youths have been offered a Restorative Justice Resolution (RJR) for being involved in low level crime. This is a new disposal system that targets youths aged 10-17 who have engaged in minor offences. The benefit of this scheme is that the offender has to account for themselves in front of the victim and, in doing so, it keeps them out of the more formal criminal justice system.

Your local neighbourhood officers are continuing with speed enforcement in the areas highlighted in the neighbourhood priorities. So far, advice has been given to 117 motorists regarding their speed and 40 have been issued with endorsable fixed penalty notices. The penalty, if caught speeding, is three points on your licence and a £60 fine (this is what endorsable means). This issue is being monitored by police and regular speed enforcement will be conducted in these and various other locations in the village.

Also working along side this, the Harpenden Safer Neighbourhood Team have received a Speed Indication Device, or SID for short. This device can be set up at the side of the road, and can monitor and display a vehicle's speed as it moves towards it. It has a lit up display that indicates the speed and along side this a happy or sad face, depending on whether the motorist is above or below the speed limit.

Joanna and I have taken this SID out onto the streets of Wheathampstead and used it at points where speed is an issue but where the use of a speed/laser gun could be dangerous, ie on a road with a sweeping bend or road with no areas to pull motorists over to the side safely. We had some very positive feedback from both motorists and members of the public who had seen this for the very first time. The latest two areas we have conducted this road safety enforcement are the Lower Luton Road and the Marford Road on Tuesday 6 July.

Over the summer holiday period, the police office will be open on Friday 6th August between 5pm and 7pm, Wednesday 11th August between 2pm and 5pm, Thursday 12th August between 5pm and 7pm and Wednesday 18th between 5pm and 7pm.
