FEDERATION

HERTFORDSHIRE BLACK AND ASIAN POLICE ASSOCIATION
The Hertfordshire Black and Asian Police Association (HBAPA) is a support group for Visible Ethnic Minority (VEM) Police Officers and Police Staff. It has been set up within Hertfordshire Constabulary. HBAPA intends to benefit everyone in the force, harnessing the experience and expertise of Visible Ethnic Minority staff within Hertfordshire to provide support and contribute to a changing culture.

The Association shall seek to improve the working environment of VEM* staff within Hertfordshire Constabulary, with a view to enhancing the quality of the service to the public.

*'Visible Ethnic Minority' is a term used to describe people of African, African-Caribbean, Middle-Eastern, Asian or Asian sub-continent origin; who share the common experience to oppose the effect of racism and victimisation.

Aims and Objectives

  • To be a support network that provides education, training and welfare support for members
  • Promoting and monitoring the development of equality and diversity within the Constabulary
  • Working closely with the Constabulary and staff associations
  • Promoting the importance of cultural diversity in employment and service delivery issues
  • Working towards improving relations between the Constabulary and people from Visible Ethnic Minority backgrounds
  • Liaising with other Visible Ethnic Minority or relevant organisations/support groups
  • Being instrumental in improving recruitment, retention and progression
  • Assisting in the development of new and existing policies where necessary

HBAPA Lay Support Scheme

The Hertfordshire Black and Asian Police Association Lay Support Scheme is a National Black Police Association strategy. The scheme is designed to help deal with issues of unfairness, harassment, bullying and discrimination.

Lay Support Officers or First Contact Officers (FCO's) are trained volunteers drawn from Police Officers and Staff.

What are the aims of the HBAPA Lay Support Scheme?

The HBAPA Lay Support scheme will provide Police Officers, PCSOs, Police Staff and Special Constables with a confidential service. This service can be used to explore the options available should anyone feel they have received unfair treatment. We will also:

  • provide staff with a confidential listening service
  • provide information, guidance and support in pursuit of an informal resolution
  • provide support where formal procedures are appropriate
  • try to empower the individual to regain confidence and control

What is the role of a First Contact Officer?

  • help, listen and support
  • give ongoing support to colleagues
  • act for any member of staff if necessary
  • conduct and attend meetings with colleagues
  • give information on legislation, services and policies
  • give appropriate guidance on available options

HERTFORDSHIRE ASSOCIATION OF MUSLIM POLICE
The Hertfordshire Association of Muslim Police (HAMP) raises awareness of Islam among our staff and offers advice and support. It assists with recruitment and retention issues and offers guidance on sensitive policing issues.

INTERNATIONAL POLICE ASSOCIATION
The International Police Association is an independant body made up of members of the police service, whether on active duty or retired, and without distinction as to rank, sex, race, colour, language or religion. It's purpose is to create bonds of friendship and to promote international co-operation.

KEYSTONE
Keystone represents, supports and listens to all lesbian, gay, bisexual and transgender (LGBT) staff working in Hertfordshire Constabulary. We're also here to discuss local and national issues and make policy and procedural recommendations to the appropriate internal committees.

SUPERINTENDENTS ASSOCIATION
Hertfordshire Constabulary Police Superintendents Association represents the Chief Superintendents and Superintendents within the Force. It is affiliated to the Police Superintendents Association of England and Wales.

The Association has an executive board consisting of a Chair, Deputy Chair, Secretary and Treasurer. This staff association has a responsibility to represent the members of the Superintendents rank both locally and nationally.

enABLE
enABLE is a group of police officers and police staff in Hertfordshire Constabulary who have a disability, health issue, or have a family member with a disability, or care for someone with a disability. enABLE promotes disability rights and awareness.

Engage
The Engage Support Group is a support group for all female members of staff, paid or voluntary.

It has been set up within Hertfordshire Constabulary and intends to benefit everyone in the force, harnessing the experience and expertise of all women in the workforce to provide support and contribute to a changing culture.

Engage underpins the five year plan known as Gender Agenda 2 developed by the British Association of Women in Policing (BAWP) which was launched in 2006.

Engage is managed by a committee of 12 members of staff and provides a number of area based representatives for those wishing for a more personal contact.

Engage membership is automatic for every female member of staff, paid or voluntary across the Force.
