The conduct that is the subject matter of the case
It is alleged that PC Warncken has breached the following Standards of Professional Behaviour as set out in Schedule 2 of the Police Conduct Regulations 2020.
It is alleged that 28 February 2024 whilst off-duty and in plain clothes PC Warncken abused his authority and powers in that he stopped a motor vehicle being driven by a member of the public when he had no lawful authority to do so.

It is alleged that PC Warncken used force that was unnecessary, disproportionate and unreasonable in all the circumstances.
It is alleged that on 10 April 2024 PC Warncken failed to act with honesty and integrity in that he gave an account in interview which he knew or believed to be false.
It is alleged that PC Warncken has behaved in a manner which discredits Hertfordshire Constabulary or undermines confidence it.
The hearing is to be held in public, however part of the hearing may be held in private, therefore members of the public may be directed to leave the hearing during these times by the Chair.
Due to capacity the venue is limited to a set number of members of public or media who may attend in person. These seats will be allocated on a first come, first served basis.
The taking of photographs and the use of any recording equipment or live streaming during the hearing is prohibited, this is online or in person.
Online Attendees
The link to attend the hearing is not to be shared, as all attending parties MUST be registered to attend. This is for sole use only and no additional parties should be present unless registered.
If the online attendee chooses to be identified as anonymous online, they must register in their correct details and identify the anonymous / fabricated name they will login as, so they can be confirmed on the register by the hearing’s organiser. (All fabricated names must be appropriate, or they will not be entered into the hearing).
The online attendee will introduce themselves as an attendee to the hearing organiser who will confirm against their registration. The camera and microphone function will then be disabled by the hearing organiser.
The online attendee is not to participate in the hearing, and this includes raising of the hand or any written comments.
The online attendee is an observer.
Anyone in breach of any of these conditions will be removed immediately and risk being barred from future hearings.
It is expected that the findings of the panel will be published on the Force website after the conclusion of the hearing.
